Employers in Partnership: Skills for Effectiveness in the Energy Sector

Mexico is at its peak in terms of human resources availability, it is a young country with nearly 50% of the population being able to work for the next 20 years.

 However, there’s a shortage of qualified workforce to fill in the demands of specific sectors – like energy - where technical skills are compulsory to perform effectively. This is the result of a disassociation between the education, the industry and the society. 

The British Council -along with the British Embassy and other key partners- facilitated workshops in Mexico and Villahermosa to share the UK skills success and to promote dialogue between government, education institutions and private sector to propose an employer led skills strategy for the Mexican energy industry.

Richard Beamish 

Richard Beamish is a consultant, most recently advising the Federation of Industry Sector Skills and Standards (formerly the Alliance of Sector Skills Councils) and leading a project concerning apprenticeship certification across England.  He was Interim Chief Officer at the Alliance and oversaw the process of appointing a new MD, following eight years as Chief Executive of Asset Skills - the Sector Skills Council for the Cleaning Services, Facilities Management, Property and Housing sectors (now the Building Futures Group). 

Barry Smith

 

Barry Smith is the Business Development and Assessment Director at Energy and Utility Skills (EU Skills). He leads on the Trailblazer Apprenticeship reforms, works on creation of the new Energy and Utilities Independent Assessment Service and has responsibility for the EU Skills Product portfolio and their International Strategy. 

Adrian Wookey

Adrian commenced his engineering career with the Royal Air Force (RAF) as an aircraft engineer serving all over the world. Adrian then moved into operational management within the ECITB and spent a rewarding three and a half years running the Yorkshire and Humberside region working closely with employers who operated in all of the ECI sectors. Adrian is now back with the research and development team as a senior product development manager looking after developing and maintaining the ECITB’s diverse products and services across its various programmes.

Conclusions of the day

  1. Create vocational training councils chaired by the private sector and formed by units of the public, educational and trade union organizations sector. This group would create the guidelines of standards, certifications and be who qualifies graduates of the system. One feature is that it should include strategies for students and also for active workers, besides raising needs present and prospective perform well.
  2.  It is proposed that initially public resources were used to fund these tips and strategies such as sector funds CONACYT and SENER, and then continue to co-financing schemes where both the government and the employer and the employee contribute.
  3. Promotion and awareness campaigns aimed at both employers (to know the benefits of getting involved in the formation of human resources) and to academics and students (to meet the needs of industry and economic growth opportunities for the country). Use cases of local and international success for the promotion of certain careers in the industry was also proposed.
  4. Exchange of knowledge and technology between Mexico and the United Kingdom to generate a methodology with global vision, using international standards to achieve global mobility.
  5. Generate a platform to facilitate information sharing industry-academia to meet current needs, generating research, foresight and snap shots of each sector and how they are formed.
